What is the Safety and Health Plan?
The Plan de Seguridad y Salud (PSS) is the document that develops and adapts the project’s Health & Safety Study (or Basic Study) to the real execution conditions on site.
It is mandatory for the principal contractor before work starts.
The PSS sets out how preventive measures will be applied, which resources will be used, how the works will be organised, and which systems will be implemented to guarantee safety.
It must be reviewed and approved by the Health & Safety Coordinator prior to the commencement of works.

What does the PSS include?
- A concrete preventive organisation tailored to the contractor’s working methods.
- Identification of actual risks arising from equipment, machinery, surroundings and processes.
- Definition of collective safeguards and personal protective equipment (PPE).
- Planning of work phases, access routes, signage, and storage/loading areas.
- Emergency and evacuation protocols, and coordination between trades.

Who needs this service?
- Construction companies and principal contractors responsible for executing the works. They are the only parties legally required to draft the PSS and submit it to the Health & Safety Coordinator for approval.
Why is it mandatory?
Because Royal Decree 1627/1997 requires it for any project with a Health & Safety Study or
Basic Study.
Because without an approved PSS, works cannot legally begin.
Because in the event of an inspection or accident, the absence or poor quality of the plan
carries serious penalties.
